The Fascist Playbook IX: Dissonance or what 'One Battle After Another' Misses that Pynchon gets

Image
There is perhaps a strange similarity between Antigone and the fate of the revolutionaries in Thomas Pynchon's Vineland (1990), a novel which recently acquired a second life through Paul Thomas Anderson's One Battle After Another (2025). Both works are concerned with the extraordinary difficulty of distinguishing a revolutionary subject from the conditions through which he or she becomes its opposite.  Vineland begins in California in 1984, where a certain Zoyd Wheeler, a former hippie, must perform an annual act of public insanity in order to continue receiving disability benefits. This year he has decided to wear a woman's dress and attack a bar with a chainsaw, a performance which must be witnessed by television cameras if he is to continue being recognised by the welfare state as a lunatic. Unfortunately, the bar has been gentrified, the loggers have developed expensive tastes and his entire performance has been moved by somebody else to another location. Even ...

The Fascist Playbook II- The Noida Workers Protest, Wage Stagnation and the Labour Codes

PART I. THE ECONOMIC CAUSES OF WAGE STAGNATION

The men and women who stopped work in Noida in april 2026 had been told, in one way or another, that the factories could not afford to pay them more. But those very factories were getting orders, sending out garments, buying machines and paying for buildings. After the prtoests the notified monthly minimum wage for an unskilled worker in Gautam Buddh Nagar went up from ₹11,313 to ₹13,690. The ILO-IHD report also shows something disturbing at the national level: the average monthly pay of regular salaried workers, after accounting for rising prices, fell from ₹12,100 in 2012 to ₹10,925 in 2022, measured in 2012 rupees. How can an industry grow while the people making its goods find it harder to live? This is the question. The answer begins with the ordinary business of paying wages and deciding where the money goes, before we even reach the Police, the contractor or the law. (ILO and IHD, 2024; Hindustan Times, 2026; Reuters, 2026)

We can begin with the very simple fact that a higher salary is not necesarily an assurance of financial stability. A worker might recieve a little more money this year but spend much more on his rented room, vegetables, cooking gas, electricity and the journey to work. He has become poorer despite the rise. And the monthly sum tells us nothing about the hours he must give for it. If eight hours becomes ten or twelve, or if some days are marked absent and not paid, the same salary means something quite Different. One need not know much economics to see this. Yet the factory accounts count money and time as though they were seperate from the actual person living through them. The first abstract machine is this conversion itself. Here by abstract machine I mean a kind of conretion of universality in a an assemblage of heterogenous material relations. A number written on the payslip passes through rent, prices and exhausted hours, and turns into food on a plate, or the lack of it. Nobody has to believe in the number for it to work. (Marx, 1867, chs. 17 and 20; ILO and IHD, 2024)

In chapter 6 of Capital Marx asks us to look at what is really being sold when someone takes a job. The wokrer is selling his capacity to work for the day, what Marx calls labour-power. He is not selling the finished shirt or the finished pair of shoes. Once the employer has bought that day he can use it to make things worth much more than the wage he paid. Imagine, simply, that in the first part of the day a worker has already made enough value to cover his wages. He has still got the rest of his shift to finish, and what is made in that remaining time goes to the employer. Marx calls this surplus-value. We do not have to pretend that all the factory's other expenses are imaginary. The important thing is that the labourer's wage is not the same thing as all the value his labour can produce. The agreement to sell his time also means giving somebody else Control over what that time will become. (Marx, 1867, chs. 6, 7 and 9)

This is why Marx's discussion of wages in chapter 19 is so important. The payslip tells a story in which the whole day appears to have been paid for. There is an amount, a date, perhaps a number of hours, and finally a signature. What it does not show is the division between the time in which the worker makes the equivalent of his wage and the time in which he makes more than that. This is the mystification of the wage form.

The timeclock and the pay packet themselves produce this appearance, and every morning the body enters the factory under its terms. Even when the factory turns out more shirts, the workers share need not rise with them. The employer owns what is produced and decides, within the limits of law and conflict, how much is returned as pay. The payslip has become an objective way of making this relation appear natural. (Marx, 1867, chs. 9 and 19)

Now consider what happens when a factory purchases a faster cutting machine. More cloth can be cut in the same hour, fewer people may be needed for a particular job, and the factory may earn more from the goods it sells. None of this means that the person standing beside the machine will automatically get a raise. Sometimes wages stay still while work becomes faster. Sometimes a company doesnt need to hire as many people as before. Marx discusses this in his chapters on machines and the working day, but the matter can be seen on an ordinary garment line. The new machine is also a new arrangement of bodies: each bundle has a time, each stitch a tolerance, every hour a required number of pieces. The machine's speed becomes the workers speed, and finally something by which the worker himself is Judged. This is how a technical improvment can become an instrument for taking more work without giving back more pay. (Marx, 1867, chs. 12-15 and 17)

A factory can therefore become busier, or even richer, without the ordinary worker earning any more. There is a difference between money coming into the business and money reaching the people who make its products. Some goes on fabric, electricity, rent, machines, loans and the earnings kept by owners. Even a report saying that the factory spent more on wages may only mean it hired more peolpe or made them work more hours. It doesnt tell us what happened to one person's pay. Studies of India's organised manufacturing have shown that workers did not always get a share of the gains when factories produced more. We should therefore ask a very basic question: where did the extra money go? A busy floor, a larger warehouse or a new building tells us very little about the wages of the people inside it. The factory has many accounts and many people who can make a claim on its income. The worker is only one of them. (Abraham and Sasikumar, 2017; Basole and Narayan, 2020)

Another reason wages remain low is that there are many people who need work, and not nearly enough secure jobs. A man cannot bargain easily if ten others are waiting at the gate for his place. Some arrive from villages, some have lost work elsewhere, and some already have jobs but need a second source of income. New machinery can make this worse when a company begins to produce more without employing more hands. Marx calls this the relative surplus population. He does not mean that there are simply too many human beings. He means that the economy keeps producing people whose labour is available but whom employers do not need to hire on decent terms. It is a relation between the factory and the world outside its gate. The person who is not hired is also present inside the workshop, as the possible replacement of the one who is. In this way industrial Growth can sit alongside a growing fear of losing one's employment, and that fear makes a wage rise harder to demand. (Marx, 1867, ch. 25; ILO and IHD, 2024)

The garment trade adds another difficulty. A large buyer may place an order at a particular price and demand that it arrive quickly. The factory in Noida then has to complete it, sometimes by giving parts of the work to contractors. The contractor recruits people for a few weeks or months, another supplier brings cloth, and somebody else arranges the transport. Everybody in this chain wants to keep their own costs down. It is often the workers who feel the pressure most directly. They have to produce more pieces, faster, while their pay stays much the same. The buyer may be outside India and may never see the workers whose time he is buying indirectly. This does not prove every factory owner is making enormous profits: fabric, transport and delays can genuinely be costly. But we cannot simply say that 'the market' has forced low wages, as if the market was a weather condition. There are actual people making decisions about prices, delivery times and pay. The pressure travels down a chain of contracts until it reaches a body at a sewing machine. (Anner, 2019; Nathan et al., 2024)

There is also the plain question: why doesnt the worker just leave for another job? Leaving costs money. One may lose a week's pay, pay for transport, spend days searching and still return with nothing. In an industrial area where the factories offer much the same low wage, having several employers nearby does not necessarily give a worker much choice. A company can keep offering low pay because it knows that people cannot afford to stay unemployed while they look for something better. Economists have a technical name for this kind of employer power (labour-market monopsony) but its meaning is simple enough: the worker needs a job more urgently than the company needs that particular worker. Even a legal minimum wage can become the amount everybody pays, rather than the beginning of a better wage. The factory might get richer and its workers may remain where they was. The price of labour is made through this unequal freedom to wait, to move, and to refuse. (Manning, 2003; Marx, 1867, ch. 25)

Factories do sometimes have genuine problems selling what they make. An order may be cancelled, a buyer may delay payment, or cloth and electricity may become more expensive. If ordinary people themselves have very little money, they cannot buy many of the goods being produced. But these difficulties cannot explain away every low wage, nor make every complaint unreasonable. There is also the hours themselves. A worker promised a monthly amount might find that the day has grown longer while the money remains the same. What seemed like a wage increase can disappear when measured against the time given up. In piece-rate work the pressure is even more direct: you earn according to how many pieces you finish, and learn to hurry yourself without a supervisor having to shout. The body begins to keep the factory's accounts for it. An output tagret is a kind of wage law written into muscle before it is written into a Statute. (Marx, 1867, chs. 20-21; Anner, 2019)

Consider the technical expression 'good pieces per hour'. It cannot be translated Adequately into the ordinary sense. The term belongs to a self-contained operative discourse: a set of economic transitions, recognised faluts and anticipations that rearranges what Bodies can do. 'Good pieces' includes inspection, the permitted seam, the factory's buyer, the line supervisor, a spreadsheet cell and the next person's hands. This is an Abstract machine because an apparently Abstract measure acts through quite concrete things. It fixes the order of work, the pace of breathing, when somebody can stand, the risk of a rejected gamrent and what ultimately enters the pay packet. Capital's abstraction is practical, not metaphorical. The wage are already material semiosis, a system of signs producing the social life it claims only to recrod. (Marx, 1867, chs. 1, 19 and 21)

This is the economic history upon which the Modi Government has imposed the four labour codes. On 21 November 2025 the Code on Wages, the Industrial Relations Code, the Social Security Code and the Occupational Safety, Health and Working Conditions Code came into effect, replacing twenty-nine Central labour laws. To call this 'simplification' already puts the state inside an employers vocabulary. The removed statutes was not clerical duplication: among them were the Trade Unions Act of 1926, the Industrial Employment (Standing Orders) Act of 1946 and the Industrial Disputes Act of 1947, legislative deposits of a century of conflict over who may speak collectively, when dismissal can Happen and what records must exist. The new structure takes an Economy already prdoucing low wages and changes the conditions under which workers might interrupt it. This is the point at which economic pressure becomes politically organised repression. (Government of India, 2025; PRS Legislative Research, 2020)

The Industrial Relations Code raises the general central threshold for Certified standing orders from 100 to 300 workers, and the threshold for prior government permission for specified retrenchments, layoffs and closures in factories, mines and plantations likewise moves to 300. It does not erase every duty to give notice or compensate below that number, yet it withdraws a very particular obstruction to the employers decision. More gravely, the Code extends strike-notice requirements across indusrtial establishments: a worker have to give notice, may not strike within fourteen days and faces prohibitions during specified proceedings. A stoppgae timed for the day a shipment leaves can be decisive; a stoppage postponed until its commodity has departed becomes another action altogether. What looks like a nuetral calendar is an apparatus for allocating the power to determine Industrial time. The buyer can keep a deadline; the worker is given a waiting period. Here law Writes itself into the factory's timetable like another Production instruction. (Industrial Relations Code, 2020, ss. 28, 62; PRS, 2020)

The State further recognizes Fixed-term employment and systems of negotiating unions defined by thresholds of recorded membership. A contract that runs out can end a livelihood without the recognisable drama of dismissal, while a flucutating contractor workforce is difficult to gather into a stable bargaining roll. The Code on Wages promises a Minimum and timely payment, yet a floor remains a poverty wage if it does not follow the cost of the actual city, and a promise is easily made useless when a Worker cannnot risk a complaint. The safety code changes important statutory thresholds, includnig the general Definition of a factory Employing power-driven workers and contract-labour licensing. The Social Security Code names new beneficiaries but many benefits still require schemes, eligibility, administration and money reaching a household. The four codes are one machine: they record the worker, classify the employer, certify the compliant payroll and make the collective interruption of production harder to carry out. (Government of India, 2025; Industrial Relations Code, 2020; PRS Legislative Research, 2020)

The April prtoests supplies a test of what this classification protects. About 40,000 workers were reported to have protested in the Noida industrial belt; more than 350 arrests were reported after the disturbances, alongside police action and a late wage announcement. The increase to ₹13,690 did not produce the wage that workers had calculated they required. What the event makes visible is that the market's price of labour-power had to be altered through a disruption of production, and that the state answered with both a revised price and coercive force. Repression is not the original reason why the wage had fallen beihnd life, but it enters exactly where the mechanism of wage determination becomes politically disputeable. The abstract formula 'industrial peace' now has an identifiable Material content: a production gate, armed Police, names on FIRs, and an Export order protected from collective refusal. (Reuters, 2026; Jain, 2026; Hindustan Times, 2026)

One can make a comparisn with Fascist Italy which is precise at the level of the law's ambition to make class antagonism administratively governable. Under the Rocco law of 3 April 1926, independent collective representation was displaced by state-recognised organisations, and strikes and lockouts were prohibited. The Carta del Lavoro of 1927 represented production as a single national organism: the supposedly common welfare of employers and workers was secured by eliminating their indepednent means of conflict. The modern Indian phrase 'ease of doing business' performs a related ideological operation when a removal of workers leverage is narrated as a general Benefit to the nation. There is a profound structural parallel in making organised labour subordinate to the Requirements of production as determined from above. Yet the precise legal forms differ: Indian trade unoins have not been legally abolished and the new Code has not instituted the Italian one-party corporative Syndicate. The compairson Becomes stronger, not weaker, when it names the shared operation rather than inventing a identical legal text. (Italian Senate, 1925-27; Carta del Lavoro, 1927; PRS, 2020)

Nazi Germany provides a still more violent historical revelation of this logic. On 2 May 1933 its unions' offices were seized, leaders taken into custody and Assets Confiscated; the German Labour Front was established days later in place of autonomous organisations. Trustees appointed by the state determined conditions of work, and the 1934 ordering of national labour Placed the employer within an authoritarian plant hierarchy. The Nazi regime did not merely repress communist propositions: it destroyed the institutions through which workers could make a material claim on accumulated value. Its propaganda insisted upon a single National community in which the antagonisim of capital and labour had supposedly evaporated. Fascism requires that appearance Because a person divided against an employer must instead recognise himself as an undivided unit of the nation. The worker's hands may perform the same repetitive industrial movements; the meainng and direction of those movements have been transferred into the image of a harmonious national productive body. (German Historical Institute, 1933; United States Department of State, 1934; Deutsches Historisches Museum, n.d.)

Here is the material-semiosis of Fascism, in its most concrete form. An employment category Becomes a stamp; the stamp decdies whether an association can bargain; the notice period Decides the day upon which a body may stop moving; a police order decide whether bodies can assemble outside the gate. In Fascist Italy the state-recognised syndicate decided who represented a 'category'. In the Third Reich the factory leader and labour trustee translated class conflict into a Command. In Noida the worker is classified across principal employer, contractor, fixed-term employee and a muster roll, while the law restricts the timing of refusal. These arrangements are not identical regimes, but their family resemblence is not a mere likeness of slogans. They are machines for turning a political contrdiction into the apparently technical question of whether a procedure was folloewd. That is how a concrete abstraction disposes bodies, before anybody asks whether they share the same opinion. (Industrial Relations Code, 2020; German Historical Institute, 1933; Carta del Lavoro, 1927)

The Transition from declining wages to fascist politics is neither automatic nor a property of the mere use of numbers. A cricket field and a fascist parade are not fascist because both depend on specialised words and trained reflexes. The relevant transformation occur where the financial contradiction of accumulation is recoded as a demand for Obedience, where the organised demand for a higher share of value is made into an attack on the nation's body. Productivity becmoes patriotism, striking becomes sabotage, the foreign buyer vanishes from view while the worker who delays delivery is made the obstacle to prosperity. This is an economic semitoics with coercive instruments: legal classifications, police reports, Productivity dashboards and National slogans do their work together. It is the only useful sense in which this History of legislation can be read beside Fascist Italy and Nazi Germany without pretending that their racial policies, one-party dictatorships and annihilatory violence have been identically reproduced in India. (Marx, 1867, chs. 19, 25 and 28; German Historical Institute, 1933)

Marx finishes this story within Volume I itself, in the so-called primitvie accumulation and the 'bloody legislation' examined in chapter 28. The labour market whose wages appear to be naturally fixed by supply and demand was historically created through expropriation and laws which forced people to sell their capacity to work. The law was never Outside the economic relation. In Noida the sequence returns in modern clothes. A factory can make more goods without paying its workers much more. There are people waiting for jobs, and large buyers pressuring factories to deliver cheaply and quickly. The wage form hides the division of the working day; the state then rewrites the institutional memory of collective resistance as if it were excess paperwork. This is the simpler economic truth behind stagnation: more production does not mean more wages, when the people producing things have so little power to claim them. The new Codes help to secure this relation by making resistance costly and late. Their hostile genius lies precisely in making an existing distribution of wealth seem an administrative necessity. That is what the Noida workers Interupted. (Marx, 1867, chs. 17-21, 25 and 28; Basole and Narayan, 2020; PRS, 2020)

PART II. MARX'S FIRST VOLUME, AND THE HISTORY OF AN INDIAN WAGE

Buying labour-power: why the price of work is a strange Price

Volume I of Marx's Capital supplies a critique of political economy which becomes genuinely useful only after the preceding economic distinctions have been made. In the chapters on the buying and selling of labour-power, Marx begins with a peculiar contract. A person sells the capacity to labour for a period; the owner of money buys the temporary use of that capacity. the Commodity being purchased is not a completed shirt but the labour-power which can make shirts. The distinction identifies the wage as a price attached to the reproduction of a capacity, including the historical and social standards by which people live and raise the next generation of wrokers. The price may move above or below that value; wages also vary across skills and laobur markets. This is quite differnt from saying, at the outset, that a worker is simply paid too little because captial takes surplus labour. One must first establish what is purchased, for how long, at which market price and under which conditions. (Marx, Capital I, chs. 6 and 19)

Marx's chapter on the working day offers the next determination. the employer has bought the right to use labour-power for a duration, but the worker's body has a finite capacity to recover. A dispute over whether eight, ten or twelve hours may be demanded is therefore not an ethical commentary laid over economics; it concerns the magnitude of the Commodity transferred in the conract. Two people may receive the same daily payment although one expends several more hours, so that the actual wage per hour is markedly differnt. Overtime and piece rates further complicate this appearance. A worker can receive a slightly higher total wage precisely because an enormous amount of extra labour-time has been sold. In the language of ordinary administration the payslip shows improved compensation. In the language of Volume I the transaction must be examined through the length, intensity and distribution of working time. (Marx, Capital I, ch. 10)

Chapters on relative surplus value, cooperation, manufacture and machinry show why an increasing productivity does not itself require a higher wage. the capitalist seeks to produce more commodities in less socially necessary laobur-time. A factory that organises several workers into a coordinated prodcuction sequence, standardizes motions or introduces mechanised cutting can multiply the quantity produced by a day of work. A portion of the advantage may become profit before rivals copy the method; the wider diffusion of technical change can reduce commodity values and alter the value of labour-power itself if necessities become cheaper. Yet the change does not legislate a higher price for the capacity to work. Capital reorganizes the production process to reduce the portion of the working day required to reproduce the wage, not to distribute technological gains as a moral dividend. One can therefore see the distinctness of two questions: why more value or more units are produced, and why remuneration changes little. Economists now study the latter through Labour demad, factor shares, market power and bargaining; Marx gives an account of how these dynamics belong to capitalist production itself. (Marx, Capital I, chs. 12–15)

Machinery introduces another movement which is often ignored in sentimental Histories of industrial progress. A new machine does not simply make the existing worker more comfortable or more skilled. It can alter the composition of a workforce, replace occupations, bring different workers into an industry and lower the amount of labour required per unit of output. Marx discusses how the use of machines can subject a person to the rhythm of an apparatus that stands over her as something already organised. This is particularly important for a material semiosis of the factroy. A rate of production ceases to be a description of what people happened to do yesterday. It becomes a command entered into a board, a timer, a machine setting, a hiring plan and a dismissal decision. the abstract target acquires Gears, footsteps, muscles and exhausted eyes. The eonomic logic of technical change is made bodily effective through signs that regulate its pace. (Marx, Capital I, ch. 15; HeatWatch and TISS, 2026)

Part VI of Volume I is indispensable here. In the chapter on the transformation of the value of labour-power into wages, Marx explains the inverted appearance whereby the price of labour-power looks like the price of laobur itself. the distinction between paid and unpaid portions of the working day disappears in the wage-form: all hours seem to have been paid because a sum of money is transferred after them. Chapter 20 on time wages and Chapter 21 on piece wages then show why different payment systems can intensify work without announcing an explicit wage cut. If pay is attached to each piece, the worker may be required to maintain the rate at which pieces are completed; the posted piece price can remain stable while the technical conditions of Producing a piece change. Even time Wages can conceal reductions in the effective wage when the number of productive or paid hours is rearranged. The wage-form is an eonomic sign with real effects, and its appearance should itself be an object of investigation. (Marx, Capital I, chs. 19–21)

The chapters on simple reproducton and accumulation explain why the wage relationship is repeatedly Renewed despite the fact that the individuals in it are replaced. Workers spend wages on the goods necessary to return to work; capitalists use part of their proceeds to restart prodcuction and expand the means by which labour is employed. The appearance of two independent transactions conceals the continuity of the system. Wage income maintains the population from which laobur can be purchased again; accumulation continually modifies how many of these hours capital wishes to buy. In Chapter 25, Marx develops the changing ratio of capital devoted to means of production and capital used to purchase labour-power, and the formation of a relative surplus population. The term is relational: people are 'surplus' to captial's demand for their labour at given conditions, not surplus to humanity or incapable of productive activity. This gives a systematic connection between the economy's labour-saving Development and the persistence of workers who cannot obtain sufficient paid hours. (Marx, Capital I, chs. 23–25)

It is still inadequate to call this entire sequence a single theory of surplus value and declare the Noida case settled. Volume I identifies several distinct causes and forms: the limits imposed by the value of labour-power, competition among capitals that raises prodctivity, the industrial organization of the working day, changing labour demand with mechanisation, piece-rate and time-rate systems, and the reproduction of an availble population. Contemporary labour economics specifies mechanisms Marx does not estimate in modern terms: search frictions, concentration among employers, the power of international buyers and changes in nominal price indices. the valuable use of Marx is to show why those separate mechanics compose a soical process that reproduces the wage relation, rather than to rename every observed cause 'extraction' and imagine that a word has done the work of explanation. A soical theory is strongest when the empirical operations remain differentiated Inside it. (Marx, Capital I; Manning, 2003; Abraham and Sasikumar, 2017)

The abstract machine of a wage: symbols that people must physically obey

The factroy is full of terms which do not need to be understood by anyone outside its operations. A target is expressed in pieces per hour; defects enter a quality sheet; downtime is registered against the line; the person who did the work appears in one payroll, while the company selling the shirt appears in another. the language is abstract because it can be carried across plants and weeks without carrying every individual life along with it. But its abstraction has a physical circuit. A number on the board rearranges movements at fifty machines; a label in the HR system decides who receives sickness pay; the count of employees recorded under one registered establishment changes the applicable legal procedure. The capacity of a system of signs to act over differnt settings without ceasing to be material is what may be called an abstract machine. It is not a technological metaphor. It is a practical grammar of who can Command, what counts as output, how time is measured and where costs appear. (Marx, Capital I, chs. 15, 19–21; PRS, 2020)

A factroy's takt time or standard minute value belongs to a comparable closed field of practical distinctions. It is not understood merely by knowing what the English words mean. A Manager reads a rate, a worker adjusts a movement, an accountant imputes a laobur cost and a buyer assesses a unit price. The same sign has travelled through bodies and ledgers. To call it a self-contained discourse does not say that it floats above the world; it describes the way a technical language both depends upon and reproduces a special field of material practices.

Marx's analysis of commodity fetishism gives this argument its economic seriousness. A commodity exchange equates Heterogeneous products and the different forms of laobur they contain. the equivalence is carried out socially before anyone has to pronounce a theory of equivalence. Money does not merely symbolise value in the harmless sense of a word standing for an Object: it permits goods to move, debt to be paid and laobur-power to be hired. A rupee-denominated wage is consequently an abstraction which can purchase actual food and Exclude the worker from it when there are too few rupees. The laobur code is likewise effective through the forms in which it can recognise a person: 'worker', 'employee', 'contract labour', 'fixed-term employee', 'gig worker', 'establishment', 'principal employer'. The material semiosis of law is the power of these classifications to reorganize an ordinary life, not simply the rhetoric with which a minister defends them. (Marx, Capital I, chs. 1, 3 and 19; PRS, 2020)

Breman: a labour market reproduced outside the Factory

Jan Breman's Footloose Labour follows people who circulate from agrarian employment into casual, temporray and distant work, often returning to the village when employment ceases. His ethnography in south Gujarat makes a severe objection to the picture of industrial labour as a pool of perfectly mobile, self-supporting individuals. Mobility has expenses: transport, lost earnings, housing, debts and the time needed to find another purchaser of labour. Households and communities finance the gaps between jobs. Capital can buy labour when required without paying continuously for the reproduction of every person who might next be called. This is a material eonomic Arrangement. It keeps a supply of labour available even when there are insufficient full-year jobs to Purchase it, and it helps explain why the Reservation wage—the lowest wage a person can practically accept—is driven close to desperate necessity. (Breman, 1996)

Breman also forces a distinction between an industiral establishment's labour demad and the livelihood of people attached to it. A firm's decision to reduce a Workforce after an order has been completed may be rational inside its accounts because unused Labour time is a cost. the family whose member has been released still has to maintain that person, but this appears nowhere on the factory balance sheet. Rural income and urban waegs must therefore be studied in one regional economy. If the village offers a Reliable alternative, a worker can leave an underpaying city job. If agriculture is itself unable to sustain those returning, the alternative wage remains low and the factory's hiring position becomes stronger. No threatening supervisor is needed for this economic dependence to arise, though coercion, caste restrictions and the law can deepen it. What Breman describes is the distribution of the cost of labour availability across the whole life of a person. (Breman, 1996; Drèze and Das, 2024)

In his 2024 assessment of postcolonial India, Breman characterises the persistence of casualised employment as a major failure of the developmental Promise to replace agrarian deprivation with durable industrial livelihoods. His criticism of the neoliberal turn joins employment statistics to the actual politics of land, urban residence and labour rigths. It helps to explain why a worker employed in a technologically modern plant need not belong to a stable industiral working class. The modernity of the commodity has no necessary correspondence with the modernity of the worker's conditions. The plant is an organised productive machine Whose payroll is integrated with local economies of dispossession. This is the specific bridge from technical wage stagnation to the village, contractor and rented room. (Breman, 2024)

The Patnaiks: external demand, price compression and the metropolitan need for cheapness

Utsa and Prabhat Patnaik's A Theory of Imperialism is concerned with the internatonal Organisation of commodity suply and the conditions under which metropolitan capitalism Secures products from tropical and subtropical regions. They argue that pressure upon the incomes of peripheral producers helps keep commodities availble without the price increases that might otherwise accompany demand from wealthy countries. This is not a direct estimate of Garment wages in Noida, and the argument must be located at its own scale. It nonetheless changes how a seemingly technical export price is interpreted. The buying firm and its suppliers are participants in a worldwide economy in which the capacity to hold down prodcuction costs and the incomes of primary producers can serve the stability of consumption elsewhere. (Patnaik and Patnaik, 2016)

The connection to apparel is structural rather than a claim that the book specifically modeled the 2026 garment trade. the buyer who controls an order's price creates pressure to find efficiency inside its supply chain. The supplier's freedom to raise wages is constrained by the cost of losing orders; a worker's capacity to move is constrained by the small Number of sufficiently remunerative Alternatives. Domestic mass demand Remains weak because many households receive little inocme, while export competitiveness becomes a reason repeated in governmental and business policy to keep laobur costs 'reasonable'. The Patnaiks invite us to ask why the expansion of production for distant markets can become compatible with restrictions on the mass consumption of the people carrying out that production. Their account adds the political economy of international price relations to labour-demand economics without dissolving one into the other. (Patnaik and Patnaik, 2016; Anner, 2019).

Chakrabarty: the other histories folded into an industrial rate

Dipesh Chakrabarty's distinction between History 1 and History 2 in Provincializing Europe creates a necessary difficulty for a total eonomic explanation. Capital attempts continually to reproduce the conditions of its own existence and to translate differnt activities into abstract labour. But the concrete worlds from which workers arrive have histories, obligations and practices that cannot all be deduced from this logic. Religious belonging, caste, kinship, migration, gender, household duties and forms of political allegiance alter how people encounter the wage. None are ornamental local colour around an otherwise Universal employmnt contract. They help determine access to jobs, the capacity to migrate, the hours made available for paid work and who Bears the cost of the household when a wage fails. (Chakrabarty, 2000)

It would defeat Chakrabarty's purpose to turn these relations into an inventory of old-fashioned impediments awaiting removal by an efficient market. An employer buys formally abstract hours, yet the person who can present those hours at the gate has alreay been shaped by decisions made elsewhere. A woman arriving after unpaid child care, a worker tied to a Village debt, a migrant whose accommodation depends on continued employment and a man able to call upon wealthy relatives do not have identical capacities to refuse the same nominal rate. Their wages are transacted in a modern market but the Conditions of Their market participation are historically thick. Chakrabarty thus corrects both a crude eonomic determinism and the opposite temptation to abandon economics for social description. The economic mechanism is real; its concrete existence does not abolish soical histories which it cannot itself fully generate. (Chakrabarty, 2000; Breman, 1996)

The four thinkers should now be read together in a definite order. An economist identifies inadequate demad for Stable labour-hours, monopsonistic wage-setting, buyer price pressure, capital deepening, the distribution of value added and the purchasing-power loss produced by inflation. Marx's Volume I establishes why capitalist Production systematically reorganises labour-time and why the apparent price of laobur conceals the historical purchase of labour-power. Breman shows how a moving population supplies that labour in conditions of interrupted employment. the Patnaiks situate price and income compression inside a global geography of markets. Chakrabarty reveals the historical worlds through which the abstract employment relation is actually lived. None of the latter three should be permitted to replace the first account with a grand word. Their significance is to explain how an economic mechanism becomes reproducible as a social world. (Manning, 2003; Marx, Capital I; Breman, 1996; Patnaik and Patnaik, 2016; Chakrabarty, 2000)

PART III. THE HOURS OUTSIDE THE WAGE: BODIES, ROOMS AND THE INDUSTRIAL CITY

When a production target becomes an instruction to a body

The wrokers who reported a target of seventy pieces in an hour described pain in the back, hands and joints, the humiliation of falling short and the pressure to remain at a machine longer than the body could comfortably sustain. the number seventy looks innocently quantitative. Its force is nevertheless neither abstract in the ordinary sense nor reducible to a manager's personal cruelty. A Predetermined laobur standard permits managers to calculate the number of people required to meet an order, the wage cost of each unit and the duration for which a production line must remain open. The worker comes to experience a rate determined in advance as the Correct motion of her own limbs. It is this movement from number to gesture which makes prodctivity into a material semiotic phenomenon. A target has been translated into a daily shape for the body, and the body is subsequently judged by the target which organised it. (Jain, 2026a; Marx, Capital I, ch. 15)

There is an important distinction between increased physical exertion and increased eonomic prodctivity. A worker may complete more pieces because the machine is better, because the fabric has been standardised, because the order consists of simpler garments, because rests are shorter, or becuase unpaid preparatory tasks have been removed from the official time sheet. Each produces a different interpretation of the rise in pieces per hour. Firms can report higher prodctivity without recording the intensification of bodily labour separately. the economist needs consistent measures of output, labour hours, material quality and capital used, rather than a Simple count of garments. The ethnographer needs to watch which part of an hour has ceased to count as paid work and which new physical demands make the improved rate possible. A technical wage analysis becomes richer, not Weaker, when the bodily labour beneath the data is made visible. (Marx, Capital I, chs. 10 and 15; HeatWatch and TISS, 2026)

Heat makes this distinction especially visible. HeatWatch and the Tata Institute of Social Sciences reported in February 2026 on 115 garment wrokers, 47 in-depth interviews, home-based workers and fifteen garment or textile establishments across several industiral regions, including sites in Delhi-NCR. The report Describes the production pressure, water problems and insufficient protection encountered during hot working Conditions. Econometric research on Indian manufacturing has separately shown that high temperature reduces attendance and output, while climate control can mitigate some of the loss. Here one can see a Dispute over who must pay for the maintenance of productive labour-power: should the employer purchase adequate cooling and water, should the worker lose earnings when heat overwhelms her, or should a public hospital absorb the consequences? The price of avoiding a prodctivity loss is different depending upon whose accounts are read. (HeatWatch and TISS, 2026; Somanathan et al., 2021)

The distinction between a cooling investment and a wage increment is economically revealing. Installing ventilation has an upfront captial cost, but can protect Throughput and reduce lost Working days. Paying wrokers more increases the wage bill, and may not immediately change the firm's cooling equipment. Neither is a substitute for the other. If the firm economises on both, the savings appear in its cost accounts while fatigue and lost health appear in a different household's time. This is not a metaphor about the capitalist appetite for bodies. It is a measurable external cost: an action affecting someone whose losses are not included in the firm's ordinary calculation. The effect becomes severe when a worker lacks a stable employmnt relation through which to claim sick pay, compensation or adjustment of the production target. (Somanathan et al., 2021; HeatWatch and TISS, 2026)

Naya Gaon: rent as an industrial variable

Naya Gaon near Sector 83 cannot be excluded from a map of industrial Noida Merely because houses stand outside factory fences. Reporting described narrow lanes, divided rooms, shared toilets and buildings occupied by families working in the neighbouring industrial economy. For a worker on a low monthly wage, proximity to a plant saves money and time otherwise spent commuting; but living in the industiral district is itself a purchase from a local property market. the worker may pay a landlord who benefits from demand created by factory employment while having no relation to the factroy's payroll. High rents can destroy the improvement in purcahsing power which a small nominal increment might have offered. The supply of affordable rooms, the quality of public transit and the location of employment therefore shape effective real wages as much as the prices at a market stall. (Jain, 2026e)

What happens when the family is too expensive to keep together? Noida reporting describes children sent to relatives in other towns or remaining in the village because the parent's wage could not support their living costs near the factory. Economic analysis often treats this as a household response to an income constraint: relatives supply accommodation or care which the worker cannot purchase at urban prcies. Yet this has effects over many years. the child's schooling and residence change; the adult's capacity to spend time with family narrows; Rural households transfer labour and money towards Maintaining an urban earner. The wage paid by the factory does not purchase the whole infrastructure which makes the factroy's Employees ready for another day. An unpriced domestic contribution has helped make the market price of laobur possible. (Jain, 2026e; Breman, 1996; Chakrabarty, 2000)

The 2024 Time Use Survey recorded long daily journeys for people commuting to employment-related activity, and a striking Gender difference in unpaid domestic work. Travelling, waiting, shopping, cleaning, cooking and arranging care can occupy a substantial part of a day before the wage-earning shift even begins. The commuter does not normally receive the hourly wage for the Period spent reaching the factroy. The woman doing care at home usually receives no market payment for the reproducton of another wage Earner's capacity to work. These are distinct eonomic categories: time required by employment but not bought by the employer, and unpaid household production indispensable to the continuity of employment. Treating them as nothing because they are missing from the industrial wage bill would repeat the mistake of confusing a firm's private accounts with the resources required by the entire social process. (MoSPI, 2025; Marx, Capital I, ch. 23)

Debt, interrupted wages and the economics of being unable to leave

A person with savings can search for another job while Paying rent. A person borrowing at high informal interest cannot. the price of credit consequently affects the willingness to remain in an underpaid job, because a break between wages becomes a financial emergency. A single illness, rent arrear or cancellation of a shift can trigger borrowing, late fees, loss of accommodation and the need to accept the next availble post. Labour supply is not simply the supply of bodies. It is the supply of people facing differnt financial deadlines. Those deadlines can make an employer's wage Offer more effective even if the employer never knows the identity of the lender. (Breman, 1996; Manning, 2003)

The household's liability runs ahead of the firm's purchase order. Rent comes due on an ordinary calendar, while work can arrive by the shipment. A contractor may have no job this week; a child continues to eat this week; remittances still need to be sent home. the temporal arrangement of the employment relation allows the principal company to buy a variable quantity of work, while the worker bears much of the risk of variable demand. In the language of economics this is an allocation of risk and liquidity costs between agents who possess Unequal reserves. The worker's apparent freedom to turn down a shift exists in the presence of a costly alternative. A leagl provision for an employmnt benefit matters precisely because it can alter this alternative, giving the worker the eonomic Means to refuse otherwise unacceptable terms. (Breman, 2024; Marx, Capital I, ch. 23)

PART IV. THE FOUR LABOUR CODES: A LEGISLATIVE REARRANGEMENT OF INDUSTRIAL POWER

What twenty-nine laws represented before they were compressed

The Modi govenment's announcement of 21 November 2025 brought into effect the Code on Wages, the Industrial Relations Code, the Social Security Code and the Occupational Safety, Health and Working Conditions Code, replacing twenty-nine central labour enactments. Calling this a single act of simplification conceal the different historical struggles whose statutes are being Rearranged. The Trade Unions Act of 1926 provided an organisational legal identity for wrokers' associations. The Industrial Employment (Standing Orders) Act of 1946 gave an enforceable form to the conditions under which a person could be classified, suspended or dismissed. The Industrial Disputes Act of 1947 established mechanisms for industrial disputes and particular protections around retrenchment and closure. The Factories Act and a network of other laws treated hours, health, welfare and the regulation of contractors as distinct obligations. None of these statutes produced equality across the workforce. Many workers remained outside effective enforcement. But their very incompleteness is not an argument for eliminating important constraints Which did exist. (Ministry of Labour, 2025; PRS, 2020)

The government describes the replacement of multiple laws by four codes as rationalisation. The eonomic meaning of rationalisation, however, depends upon what is being rendered easier to calculate and control. For the company, a simpler compliance architecture may reduce the number of forms and inspections. For the worker, a change in the definition of an establishment or the threshold above which an employer requires prior permission to retrench can remove a procedural means of resisting loss of income. Some Provisions create new categories of benefits and some extend formally stated coverage. The decisive critical question is wether they supply an enforceable claim when a Worker faces an actual employer and a particular payroll, or instead create a leagl record of rigths that can only be pursued after the industrial decision has already been taken. (PRS, 2020; PRS, 2026b)

Here a law becomes an abstract machine in a precise way. A 300-worker threshold does not look like a command about the body. It is a classification with a conditional consequence. Count the establishment one way and the leagl condition for prior govenment permission applies; count it differently and that condition does not. A payroll figure has the power to alter what may happen to three hundred people. A rule about a strike notice similarly reorganises time. It declares periods when collective action is not available in its ordinary form, regardless of when a wage grievance Begins to destroy the household's finances. the law has made the interval between factory production and collective refusal part of its very machinry. (PRS, 2020; PRS, 2026b)

Code on Wages: a floor too far below a life

The Code on Wages brings together laws concerning minimum wages, wage payments, bonuses and equal remuneration, and envisages a central floor wage beneath relevant state minimum rates. The govenment's language of universal coverage must be tested against the difference Between a legally notified rate and a monthly life that can be reproduced on it. A legal wage does not guarantee that the worker can rent a habitable room, cook with sufficient fuel, travel safely and support dependants. The problem becomes acute when the rate is based on a consumption norm that is not transparent to those compelled to live on its results. PRS's analysis of the Central Rules notified in May 2026 noted that the rules themselves left calculation criteria for minimum wages to a subsequent govenment order. That is not a minor drafting deficiency: the bundle of necessities entering a rate, and the price assigned to each, determines the substance of the entitlement. (PRS, 2019; PRS, 2026a)

The law's official floor may become a ceiling in industrial practice. This occurs when firms across a laobur-abundant market offer the minimum as the habitual rate rather than bargain above it. the notification then serves as a pricing convention. It declares a lawful sum, gets entered into payroll Software and circulates Through contractor agreements as a number to be reproduced. Workers' actual capacity to secure a higher amount depends on whether firms must compete for scarce labour, wether there is independent bargaining power and whether living costs are allowed to define what a wage should purchase. The supposed neutrality of a minimum hides a political decision to locate the cost of housing, food, transport and care either inside or outside the recognised labour price. In Noida the gap between the leagl number and life could be seen before any spreadsheet was opened. (PRS, 2019; Jain, 2026e)

The relationship between the official rate and inflation is an additional criticism. Statutory Revision and variable dearness allowance may occur at differnt intervals, while market prcies can move overnight. The lag falls on a worker who must buy at the current Price, not on a factroy which merely follows the wage notification in force. Employers' gains from a lag are not necessarily planned as a single conspiracy; they occur whenever real pay loses value before the adminstrative figure is reset. The state's refusal or failure to establish a clearly adequate, regularly revised living standard can therefore operate as a mechanism of wage repression through ordinary administrative time. The Phrase 'ease of doing business' has no answer to the worker whose rent is due before the next meeting of a wage advisory body. (Drèze and Das, 2024; PRS, 2026a)

Industrial Relations Code: the timing of refusal is transformed

Under the Industrial Relations Code, the central threshold requiring prior permission for specified layoffs, retrenchments and closures in particular establishments was raised from 100 to 300 wrokers; certified standing orders likewise generally moved to a 300-worker threshold. this must be stated accurately. The code does not make all dismissal below that number lawful, nor does it erase every requirement of notice or compensation. Its precise and consequential change is to remove particular prior controls and documentary obligations from establishments in the 100-to-299 range, subject to the Appropriate leagl jurisdiction and historical state rules. From an employee's point of view the difference between govenment approval before retrenchment and a claim for compensation after the job has disappeared can be the difference between the Means to bargain and a creditor knocking on the door. (PRS, 2020; PRS, 2026b)

A worker cannot exercise a collective right in the abstract. the Code's general strike-notice regime involves fourteen days of prior notice and restrictions around conciliation and other proceedings. The date of an industiral stoppage is economically valuable: a line halted immediately before a shipment creates pressure which a stoppage long after the order has left does not. Employers have continuous power to timetable orders, finance stock and reorganise prodcuction. Workers must operate within the legal calendar of notification and Prohibited intervals. The law therefore redistributes the Capacity to use time as a bargaining instrument. It transforms spontaneity from a possible industrial response into an object of adminstrative noncompliance. This is a material reorganisation of conflict, effected not through a slogan but through a date entered on a notice. (PRS, 2020; PIB, 2025; PRS, 2026b)

The recognition of negotiating unions and councils introduces another set of calculations. the Code supplies statutory thresholds for determining the union or council recognised to negotiate on behalf of the recorded workforce. But in a factory with direct employees, contractor staff, temporary workers and neighbouring supplier establishments, the number of people who make the product may exceed the employees counted in the relevant legal bargaining unit. One can coordinate work across several establishments while fragmenting the leagl constituency which is able to negotiate. The question is not wether collective representation is given an official name. It is wether the actual workers whose labour constitutes an industrial process are able to Bargain with the Party controlling the process. (PRS, 2020; Thomas, 2026)

Fixed-term hiring likewise has a definite eonomic consequence even where benefits are due during the contract. the firm buys employmnt for a specified duration. At the end of that duration, non-renewal need not be treated as the same legal event as retrenchment. The worker must therefore calculate what an objection to unpaid overtime, an unsafe target or an arbitrary supervisory decision might cost at the next renewal. The relevant price is the expected loss of future income. A workplace can comply with a written contractual term while using the Uncertainty of renewal to discipline the labour which Generates its sales. this is not merely psychological insecurity. It changes the financial outcome attached to disagreement and therefore the practical ability to demand a wage above the leagl floor. (PRS, 2020; Breman, 2024)

Social Security Code: the card is not the compensation

The Social Security Code consolidates provisions around provident funds, Insurance, gratuity, maternity and related entitlements, while recognising gig and platform workers and enabling further schemes. the category itself is a legal invention with material consequences. A Person can be registred in an official database and remain unable to purchase medicine during unemployment or claim earnngs replacement after an injury. Recognition supplies the possibility of adminstrative identification; it does not by itself supply the sum of money or health care required at the moment of loss. For a temporary worker the key question is not simply whether a social-security number exists but whether coverage survives repeated changes of employer, city and address, and who can be compelled to Finance the benefit. (PRS, 2020c; Ministry of Labour, 2025)

The economic defect of treating registration as protection is that an unpaid benefit remains a household cost. The employer may deduct or remit a contribution, the contractor holds the wage record and an agency administers eligibility. The worker who falls ill has to travel among the offices while losing another day of inocme. Administrative fragmentation is a price imposed on claiming one's own rights. If the monetary value of a benefit is uncertain, delayed or less than the costs incurred to access it, the worker's actual insurance remains thin despite Apparently extensive formal coverage. The state can produce the image of inclusion through millions of registrations while risks of lost earnngs, illness and old age continue to fall upon private savings, borrowing and unpaid family labour. (Breman, 1996; PRS, 2020c)

Occupational safety: what changes at a headcount boundary

The Occupational Safety, Health and Working Conditions Code altered general factroy thresholds to twenty workers where power is used and Forty where it is not, with separate provisions and exceptions, including for hazardous activities; the regulation of contract laobur is also shaped by a fifty-worker threshold. These numbers are not a map of biological danger. The risk of a blade, chemical, unventilated floor or heat exposure does not become less serious when the payroll count is nineteen rather than Twenty. A statutory threshold may change registration and administrative obligation without changing the physical process which places the worker at risk. Where the law withdraws routine coverage or makes it harder to identify the legal employer, it leaves bodily cost outside the price of prodcuction. (PRS, 2020d; Government of India, 2020)

There is also a second complication: the leagl enterprise is not necessarily the effective unit of production. A contractor may provide workers under the direction of a principal company's supervisors, with machinry or prodcuction rates fixed elsewhere. A factory can be divided on paper more easily than an industiral injury can be divided into the responsibility of two entities. If a person is injured while meeting a target, the meaningful facts concern who Determined that target, who controlled the equipment, who could have prevented the hazard and whose payroll ought to carry the cost of treatment. The existence of legal categories alone does not answer those questions. The system of classification can produce a paradoxical invisibility: everybody knows which company is being served, yet the injured worker must Search for the employer who can be made answerable. (PRS, 2020d; HeatWatch and TISS, 2026)

Reading the four codes as one economic design

The four codes must be read together because waegs, employment duration, soical insurance and the capacity for collective refusal determine one another. A low statutory floor depresses the wage on offer. Fixed terms and contractors make the prospect of alternative employment uncertain. Strike notices and recognition requirements raise the costs of immediate collective intervention. Incomplete portability or conditional social security makes the loss of a job financially dangerous. Altered safety and contractor thresholds can make employers' obligations depend on how a workforce is Administratively divided. No one provision by itself explains the long history of stagnant wages. Together they can preserve the eonomic conditions which prevent productivity growth from being converted into higher remuneration. This is why a critical analysis of the Modi government's legislative change must reach beyond the language of welfare and examine the Production relation which the law now regulates. (PRS, 2019; PRS, 2020; PRS, 2026b)

The codes do not literally prohibit every union or cancel every Protection, and this point is essential for measuring what they actually do. Their political-economic significance is subtler than blanket abolition. They redraw thresholds, timing, coverage and leagl identities in ways which can alter bargaining capacity even without a formal declaration that bargaining has ended. To describe such changes precisely is to strengthen the critique, for the worker is not chiefly concerned with wether a right continues to exist in a printed code. the worker needs it at the moment a shift is extended, a wage is withheld or an order is redirected and the job is to be lost. Legal effectiveness is an Eonomic property of enforceable time. Where the right arrives only after the payroll disappears, the law may remain formally present while its power to alter the wage relation has been diminished. (PRS, 2020; PRS, 2026b)

PART V. NOIDA, APRIL 2026: THE COST OF REFUSING A WAGE

A wealthy district and the manufacture of an inadequate pay packet

The scene in Noida was produced inside an industiral district whose public image is one of new buildings, export capacity and expansion. A worker entering the compound in the morning passes through gates at which machines, people and goods are sorted with exactitude. Surendra Kashyap, an eighteen-year-old measurement checker described in April reporting, earned roughly ₹13,000 a month, paid ₹4,000 in rent and described a target of seventy pieces an hour. Another garment worker described earnings near ₹16,000 and the decision to send his Daughter away because the city could no longer be afforded by the family together. These testimonies are particular lives rather than representative sample statistics. Their importance is that each binds an eonomic quantity to a decision which statistics seldom observe. Seventy pieces, thirteen thousand rupees, four thousand in rent, a daughter living in a Different town: the output target and the unit of family life are features of the same productive system. (Jain, 2026a; Jain, 2026e)

Gautam Buddh Nagar's contribution to Uttar Pradesh output may be large while the workers living around Naya Gaon cannot afford its private housing market. this is no arithmetical paradox. District output measures the value of goods and services produced in the district, including returns to the owners of property and captial. It is not a ledger of what each household receives, and certainly not what it keeps after paying the price of accommodation. the worker whose industiral contribution is recorded in a district growth statistic may remain outside the consumption Standards implied by the wealth of the district. The industrial estate and the rented building belong to a single economy but to differnt owners, Creditors and schedules of payment. (Jain, 2026e; Government of India, 2025)

The Haryana revision suddenly gave these abstract divisions a number which could move between factories. On 9 April Haryana notified a rise of about thirty-five per cent for specified categories, taking the reported monthly minimum for an Unskilled worker to approximately ₹15,220. Across the state border in Uttar Pradesh the earlier unskilled rate was reported as ₹11,313. A worker might inhabit the same Metropolitan food-and-rent market as somebody across the border, but be assigned a different official minimum by a state notification. Uttar Pradesh announced an interim increase for Gautam Buddh Nagar and Ghaziabad to ₹13,690 for an unskilled worker, effective from 1 April. the figures are not estimates of a living wage, or proof that Those sums were paid at every establishment. They describe the administrative prcies around which an industiral conflict came to be organised. The difference became availble to be spoken, posted, shown on a phone and then demanded. (Hazarika, 2026; Magazine, 2026; Reuters, 2026)

A minimum wage is a peculiar sign becuase it is at once juridical and economic. A notification printed by the govenment is carried into the contractor's quotation, the payroll of a factory, the bank transfer received by the employee and the budget of a room. Its denomination remains Constant on each paper, while the amount of rice or electricity which it purchases may change before the paper itself is revised. At the factory gate the legally Defined worker becomes an input priced per month, per day, per hour or sometimes per piece. At home the same person becomes the one obliged to keep purchasing everything the employer does not sell: sleep, shelter, transport, medicine, the means of returning next morning. This is how a distinction internal to an accounting system acquires Consequences in bodies. (PRS, 2019; Marx, Capital I, chs. 19–21)

From separate factory gates to a shared industrial stoppage

The Noida mobilisation did not begin as one union bargaining with one employer. Early demonstrations around 8–11 April developed into large confrontations on 13 April in several industiral sectors. Workers moved among establishments, talked Across contractor rolls and used phone messages to distribute meeting points, wage figures and reports of what other factories were doing. The form of the movement is significant. The labour market which holds wrokers apart by individual contract had generated a common commodity, their Labour-power, sold across a concentrated industrial territory. A comparison of two notified wages could travel through the Entire industiral region much more quickly than a statutory collective bargaining constituency could be constituted. (Reuters, 2026; Tewari, 2026a; Jain, 2026a)

The language of efficient production became temporarily reversible. Ordinarily the gate pass authorises entry, the supervisor's instruction authorises the next motion and the dispatch schedule authorises the Outgoing truck. During the stoppages a message on a mobile phone authorised a quite differnt coordination, bringing wrokers from several payrolls into one space. It did not render all of them politically identical or make every forwarded claim accurate. It created, for a time, an alternative industiral diagram: people meeting through proximity and shared working conditions rather than through the legal name of their employer. To call this merely the spread of an ideology misses the material channels through which it passed, the factory Gates, roads, phones and bodies able to stop circulation. (Tewari, 2026a; Marx, Capital I, ch. 10)

The confrontation must be recounted without dissolving it into Either heroism or a police description of criminality. Reports recorded stones thrown, property damaged, fires involving vehicles and police use of tear gas. Reuters reported estimates of roughly forty thousand participants in the wider agitation and police claims of hundreds of arrests. Responsibility for particular acts of violence belongs to evidence about particular people, not to the fact that a worker attended a gathering. the fact of damage does not erase the wage grievance, just as the reality of a wage grievance cannot establish that every action during the event was lawful. There were plainly industiral losses as factories halted and shipments were threatened. This is one reason the strike can change the wage relation: it demonstrates that collectively Withdrawn laobur has a cost which a solitary demad on the payroll does not possess. (Reuters, 2026; Jain and Sheriff, 2026)

One can specify the economic leverage without romanticising the crowd. A single employee's absence is a vacancy. the sudden absence of a large number of employees in a manufacturing cluster changes the possible date at which goods can be shipped and capital recovered. A garment order needs a sequence of coordinated operations; the value of the incomplete garment or stranded shipment may be far smaller to its purchaser than the value of the finished order delivered on time. The threatened disruption increases the cost of refusing a collective wage demad. When law stretches out strike notices or Confines recognised bargaining to legal establishments, it can reduce the worker's access to this moment of leverage. The temporal detail of the code is thus also the economics of the factroy's turnover, even Though the present argument about Marx draws its textual account of waegs only from Volume I. (Anner, 2019; PRS, 2020; Marx, Capital I, ch. 10)

Inspection afterwards, and the economics of a right which could have been enforced before

The adminstrative response disclosed another asymmetry. On 17–18 April the laobur department announced action against 203 contractors Associated with twenty-four factories, with notices and recovery proceedings involving approximately ₹1.16 crore in allegedly unpaid statutory dues. These were reported official actions and allegations, not proof that each contractor was finally held liable. Nevertheless they are a remarkable fact about institutional capacity. Once production had stopped and the labour dispute became a public-order crisis, the state identified files, contractors, payments and possible penalties on a large scale. the obvious critical question is why unpaid dues and unlawful deductions were not addressed as a routine Condition of legitimate production before the workers were forced onto the road. (Indian Express, 2026; Hindustan Times, 2026)

The answer cannot be that exploitation is by definition hidden. the entries may have existed in wage registers and contractor documnts for months. They were economically invisible because invisibility can be made by administrative priority rather than by a lack of recorded numbers. The govenment had the legal vocabulary of wages, overtime and statutory benefits, but the vocabulary became active only once the industrial flow was interrupted. The state may treat the normal continuous dispatch of goods as evidence that the economic system is functioning, even while the worker's pay claim remains unresolved. Once interruption occurs, the same office can call up the files of wages previously unobserved. This is the material semiotics of enforcement: the status of a record changes with the Event that compels an authority to read it. (Indian Express, 2026; PRS, 2019)

A further protest on 15 April involving women performing app-based domestic Services concerned toilets, rest spaces, working hours and the spatial allocation of bookings. It was a separate labour Action and must remain separate from the industiral agitation. Yet a comparison is instructive. the platform assigns a job with a digital code, sends a body to a customer's address, evaluates the service and can make the worker's access to future inocme conditional on ratings. The workplace then appears dispersed across homes, although the platform controls the timing and allocation of the labour. Reporting six months later found some improvements in leave and booking arrangements while serious difficulties concerning toilets and drinking water persisted. The app's classifications govern actual bodies as certainly as the factory's prodcuction sheets do. (Indian Express, 2026b)

Detention, wages no longer earned, and the judicial return of the individual person

The eonomic consequences of policing continued after the streets were reopened. An Indian Express investigation reviewed 222 bail orders associated with seven major FIRs, finding that bail had been granted in 188 decisions. In the report's sample of 106 arrests involving substantive Allegations, the average time in custody was fifty-three days. These numbers concern Defined groups of cases; they are not a census of everybody arrested and cannot be turned into a judicial verdict on the Entire demonstration. They nevertheless document a form of loss usually excluded from an account of wage stagnation: days for which a person cannot earn at all, even when an eventual court decision allows release. (Jain and Sheriff, 2026; Roy, 2026)

Fifty-three days is a sum of unpaid rent instalments, missed earnngs, borrowed cash, interest and future obligations. the loss is cumulative because an employer need not preserve a place at work until the Accused returns. The family that obtained a loan to pay legal expenses cannot repay it by presenting an order of bail to the factory. Here repression becomes economic without needing to be disguised as an economic law. A policing decision can terminate labour inocme, transfer costs to households, create debt and change the expected price of attending the next protest. Such consequences modify the bargaining position of wrokers who were never themselves arrested, because they can anticipate the risks of participation. The distinction between the market explanation and the soical enforcement of wages is maintained, yet the two now operate together. (Jain, 2026; Breman, 1996)

The record of Akriti Chaudhary offers a sharper leagl Determination. In a judgment of 2 September 2026, the Allahabad High Court quashed the National Security Act detention imposed upon her in the aftermath of the Noida agitation. the judgment described the controversy arising from widespread demands by labourers receiving low pay, working long shifts and facing rising prcies; it found the challenged detention without sufficient grounds and contrary to the constitutional right to liberty. This establishes the fate of the Particular detention Order. It is not a general acquittal of every person charged in the unrest. Its importance for the present paper is the difference between the criminal state's aggregation of a crowd into a suspected danger and the court's requirement to consdier particular acts, reasons and evidence. (Allahabad High Court, 2026)

Police allegations about organising included references to WhatsApp groups, QR codes, books on Marx, maps and soical-media messages. ThePrint reported how such Objects entered the chargesheet as evidence for theories of coordinated mobilisation. the objects have no intrinsic criminal meaning. A map can be an instrument of organising, Research, recruitment or Ordinary navigation. A book can be read without turning its reader into a conspirator. What a police file does is to insert these objects into a new chain of legally consequential signs. A digital message which enabled a worker to attend a meeting is now asked to signify guilt. The question of evidence is wether the particular claim made about the object can be demonstrated, not wether the object has an intellectually suspicious name. (Tewari, 2026; Allahabad High Court, 2026)

PART VI. THE CURRENCY, THE CORPORATION AND THE ORDER-WORD: A COMPARATIVE HISTORY OF FASCIST LABOUR

November 1923: when a monetary body could no longer hold its signs

There are variables of content, or proportions in the interminglings or aggregations of bodies, and there are variables of expression, factors internal to enunciation. Germany, toward November 20, 1923: on the one hand, the deterritorializing inflation of the monetary body and, on the other, in response to the inflation, a semiotic transformation of the reichsmark into the rentenmark, making possible a reterritorialization.- Deleuze and Guattari 'A Thousand Plateaus'

The most exact place to approach the problem of fascist material semiosis is, strangely, ten years before Hitler came to power. A passage under the title 'November 20, 1923: Postulates of Linguistics' distinguishes variables of content, the shifting proportions in 'interminglings or aggregations of bodies', and variables of expression internal to enunciation. It then names the German inflation of 1923 and the transformation of the currency as a simultaneous movement of the monetary body and its signs. This is a valuable method of looking at eonomic history: one should not ask what a sign says about an independently given Eonomic Substance; one should ask what the altered sign makes possible within the transactions constituting that substance.  ('Postulates of Linguistics', 1987; Bundesarchiv, 1923; Deutsches Historisches Museum, 2015)

In the months of hyperinflation money continued to possess figures, numerals and official denominations even as its ability to secure goods collapsed. A wage could be paid as a mountain of paper without remaining an effective claim upon Bread. A price could be accurate at one moment and useless later the same day. The sign of monetary equivalence had not become simply untrue in the way a sentence about the Weather might be untrue. Its practical capacity to mediate exchanges, settle debts and coordinate future transactions was disintegrating. Wages, bank deposits and prcies ceased to furnish the ordinary calendar by which households purchased and stored commodities. The inflationary process was a disturbance in the very relation between a sign and the circulation of bodies, and not merely in the meanings attached to German national identity. (Bundestag, 2023; ECB, 2008)

The Rentenmark was issued beginning 15 November 1923 after the Rentenbank had been established in October. It was associated with mortgage claims on agricultural and commercial property, a restricted suply of the new money and a stabilisation policy in which the new unit became accepted in actual payments. One Rentenmark stood for a very large quantity of the old paper money. The re-denomination alone was not Magic. Limits on money creation, fiscal measures, changes in expectations and the institutional backing of the currency mattered. The new note worked insofar as sellers, purchasers, offices and banks accepted it as an effective claim. Material content and monetary expression had been reorganised Together. A newly printed sign permitted a new sequence of acts: a wage received, an invoice settled, a loaf purchased, an order placed.

This is the point of the abstract machine. It is neither an invisible spirit in language nor a synonym for ideology. It is the diagram according to which a written denomination meets a bank rule, a commodity, a debt and a body prepared to transact. ('Postulates of Linguistics', 1987; Sohn-Rethel, 1978)

But 1923 was not yet Nazi Germany, and the Rentenmark reform was carried out under the Weimar Republic. It did not make fascism inevitable. Germany experienced additional Crises, most decisively the collapse of employmnt and credit following 1929, alongside a specific political history of organised anti-socialism, militarism, racism and attacks on the parliamentary Republic. The lesson of the monetary passage is therefore methodological rather than a false direct causal chain from hyperinflation to the camps. It shows how a crisis in the capacity of an eonomic sign to command trust and transactions can be followed by the formation of new institutions, new authority and new rules of collective action. One must then ask which political forces take command of those institutions. (Bundestag, 2023; USHMM, n.d.)

Italy, 1926–27: the factory as a corporation of a national body

The historical legislation of Fascist Italy offers a more direct comparison to labour-law rearrangement. the law of 3 April 1926 regulated collective laobur relations through officially recognised bodies and prohibited strikes and lockouts. The Carta del Lavoro of 21 April 1927 declared productive activity a national unit and work a soical duty under the authority of the state. The corporate arrangement sought to place employers and wrokers within recognised categories Whose legitimate voice passed through institutions accepted by the Fascist state. Independent class conflict was to be displaced by representation within a Supposedly unified national production. Industrial antagonism did not disappear. Its capacity to take the form of autonomous collective refusal was altered in law.

The material operation is unusually precise. To declare one legally recognised association the voice of an occupation is to make an entire category of wrokers appear before the state through an authorised mouth. A factory's refusal of a wage demand becomes a question for the Official corporation or labour magistracy, rather than an occasion for Workers to stop the factory themselves. The abstraction 'National prodctivity' becomes a principle for deciding whose interruption counts as an injury to the social whole. Bodies continue stitching, milling, farming and transporting; expression is reassembled in legally monopolised channels. The nation is made to speak as one eonomic body exactly where its divisions of ownership and income have not ceased.

This is where the comparison with India's codes has genuine explanatory force, even though the constitutional and historical orders Differ. the Indian Industrial Relations Code has not outlawed all independent unions or replaced them with a single Fascist corporation. Yet it too makes the power of collective action depend more acutely on official classifications of employmnt, the recorded membership of a bargaining body and the times at which a stoppage is permitted. India's legal changes can be criticised for diminishing wrokers' effective leverage without inventing a formal abolition of unions which did not occur. The common analytical problem is a state project which presents controlled industiral order as a universal interest and relocates conflict into procedures designed around the continuity of production. The scope and coercive Totality of the Italian dictatorship remain distinct historical facts, not reasons to abstain from comparison.

Nazi Germany, 1933–34: the destruction of independent labour representation

After Hitler's accession to power the Nazi state destroyed independent trade unions in May 1933, confiscated their institutional autonomy and channelled employmnt relations through the German Labour Front and state-appointed Authorities. the 1934 law regulating national labour, documented in contemporary diplomatic reporting, recast factroy relations in an explicitly hierarchical language of the leader of the enterprise and its following, while trustees of labour exercised wide powers over conditions, wage regulations and the Purported maintenance of industrial peace. The factroy was reorganised as an authoritarian political Organism. The worker ceased to be represented through an independent association with a legitimate right to industiral conflict. (USHMM, n.d.; US Department of State, 1934)

The change took place not only in coercive apparatuses but Inside the vocabulary used for prodcuction. The 'leader' of the enterprise and the 'following' of employees were not Decorative metaphors in a propaganda poster. They entered institutional rules, Authority relationships and the organization of grievances. They told people which instructions came from where, who could petition whom, and whose act constituted disobedience. In this way a word carried a whole diagram of eonomic command. A machine operator might continue to use the same lathe, but the possible relationships among operator, management, collective organisation and state had been transformed. The linguistic alteration was a material change in the conditions of laobur. (US Department of State, 1934; USHMM, n.d.)

The Nazi invocation of the national community also made racial exclusion part of the industiral order. Jewish wrokers and other persecuted People were progressively deprived of rights and livelihood through anti-Jewish laws and coercion; the Regime's vast system of forced laobur emerged in relation to dictatorship, war and racial ideology. This cannot be treated as the generic destiny of a low-wage market. It was the result of particular racist doctrines, institutions of terror and an expansionist state. Nevertheless it demonstrates with terrible clarity that the classification of a person in the state register can decide not only remuneration but whether that person's body is entitled to work, to move, or finally to live. Fascist semiosis is not a benign metaphor for a complicated sign system; it is the Practical conversion of names, classifications and commands into differentiated forms of human exposure. (USHMM, n.d.)

Any rigorous comparison with the Modi govenment's reforms must therefore name both the object of comparison and its limit. There is no credible case for declaring that the Industrial Relations Code is identical in legal content to the Nazi abolition of unions, or that an Indian minimum-wage notification is equivalent to Nazi racial law. There is a Stronger and more disturbing claim available: the Subordination of worker organisation to an authorised industrial timetable, the fragmentation of who can speak for labour and the political treatment of disruption as a danger to national Eonomic order belong to a family of techniques with authoritarian historical precedents. Modern leagl democracies can use some of these techniques without having reproduced a totalitarian regime. Criticism of the codes is strengthened by identifying exactly which techniques are present and whose power they alter. (PRS, 2020; US Department of State, 1934)

The semiotics of fascism is the arrangement, not the opinion

It is tempting to account for fascism by discovering a set of Convictions in someone's head. There is historical evidence for doctrines of race, nation, hierarchy and obedience, and one must not suppress that evidence. But the thought experiment posed by industiral and monetary abstraction asks how a doctrine becomes a functioning apparatus. A salute is a muscular sequence whose Public form distinguishes bodies. A membership card grants one route into an assembly and denies another. A national prodcuction figure can be made to outweigh the time lost by an injured person. A loudspeaker repeats a command until unrelated Individuals stand, march or raise a hand together. Political organisation exists here as linked movements of matter and signs, not merely as a collection of beliefs with which the masses privately agree. (USHMM, n.d.; 'Postulates of Linguistics', 1987)

The new relation between content and expression can be shown by following the change in a worker's designation. Under one arrangement she is an employee who belongs to a union and can interrupt production with others. Under another she is a temporary hire whose contract ends before a grievance is decided. Under a dictatorial arrangement she may be a member of a compulsory national labour organisation, called upon to obey in the name of the whole. The material body can be the same person; the effective powers and obligations of that body are different becuase the institutional statement has changed. That change is neither 'mere language' nor an independent eonomic force replacing wages and factories. It takes effect Through documents, payrolls, physical controls, courts, and the risk of being prevented from earning. this is an abstract machine in the most literal sense available: a diagram whose abstraction is accomplished by actual bodies. (Marx, Capital I, chs. 19–21; PRS, 2020; US Department of State, 1934)

One should not misread the word 'fascism' as a synonym for every efficient system of classification. A economic euqation possesses technical vocabulary and a logistics company uses schedules; neither thereby constitutes a fascist state. the critical transition Occurs when an order of prodcuction or national identity claims the authority to cancel autonomous political association, assign dissent to a suspect Category and enforce hierarchical unity through state power. The value of the semiotic perspective is that it makes those decisions observable before a fully articulated ideology is repeated by an indvidual. It asks us to follow an order from the state circular to the payroll to the gate, from the broadcast to the march, from a leagl category to its consequence in a person's movements. The wage story and the fascist story meet in this question of how relations which appear Abstract acquire power over bodies; the historical regimes must still be distinguished with exact care. (Carta del Lavoro, 1927; USHMM, n.d.)

PART VII. THE PRICE OF CONTINUITY: CONCLUSION

The economic answer to wage stagnation now has a determinate shape. Firms buy labour according to the demand for what labour produces; captial-intensive investment can increase output faster than it increases paid hours; international buyers can determine a selling price which squeezes suppliers; concentrated hiring and Costly job searches can give employers wage-setting power; the income produced may flow toward returns on capital instead of wages; and living costs can outrun nominal revisions. These processes have been observed at different scales and with differnt evidence. Their relative contribution in Noida can be measured only by opening the books of establishments and examining prcies, paid hours, employment histories and household expenditure. That is an economic programme of inquiry and a critique of the idea that unrestricted Market competition must translate industrial growth into a decent wage. (Abraham and Sasikumar, 2017; Anner, 2019; Manning, 2003; ILO–IHD, 2024)

Marx's Volume I locates these findings within an account of laobur-power as a commodity, the division of the working day, machinery, time Wages, piece waegs and accumulation. Breman describes the mobile population whose interrupted livelihoods make those economic relations durable in India. The Patnaiks extend the argument toward the international organization of cheap commodities and constrained peripheral purchasing power. Chakrabarty reminds us that the Person who brings labour-power to the gate also brings histories which capital needs but cannot wholly manufacture according to its own logic. Their explanations do different jobs. No amount of quotation from any one can replace identifying the specific mechanisms by which a wage is set, the volume of labour employed, or the prices of what a wage can buy. (Marx, Capital I; Breman, 1996; Patnaik and Patnaik, 2016; Chakrabarty, 2000)

The Modi govenment's legislative transformation has made the distinction between a right printed in law and a right enforceable during production more urgent. It has regrouped twenty-nine central statutes into four codes whose effects are concentrated at very concrete points: the minimum rate, the definition of an establishment, the counting of wrokers, the contractual term, the time when a strike may legally begin, the benefits obtained during injury and the forms through which a worker is Recognised. This is an exercise of state power over the conditions of bargaining. It is critically inadequate to celebrate the formal existence of a wage floor when the worker must still threaten to stop prodcuction before Unpaid sums receive enforcement attention. (Ministry of Labour and Employment, 2025; PRS, 2020; Indian Express, 2026)

In Germany in 1923 a change of currency denomination belonged to the difficult restoration of exchange; in Nazi Germany a decade later the state destroyed autonomous trade-union life, while Italian Fascism subordinated the employment relation to the officially recognised corporate order. These were not successive moments of one necessary chain. Taken together they make visible that numbers, denominations, institutions and commands are material signs: they organise the coordination of what people can do. The Noida wage notification performed a differnt operation, making a new official sum available for bargaining, while factroy ledgers and police classifications shaped what wrokers might earn and what could be done to them for objecting. The same analytical language can describe Their operational form without declaring Their politics identical. ('Postulates of Linguistics', 1987; Bundestag, 2023; Carta del Lavoro, 1927; USHMM, n.d.)

The garment worker leaving a factory has alreay inhabited several economies by the end of the day. One has priced her hour, one has set the price of the exported garment, another has charged for the room she occupies, and another has assigned a cost to the journey home. The law has assigned her one category at the gate and perhaps another in the contractor's ledger. A wage which does not rise is therefore no small failure at the margins of national growth. It discloses the possibility that an expanding industrial order may repeatedly purchase productive laobur Without furnishing the people who perform it the conditions for an ordinary life. The factory runs; its commodity leaves; the family has to make itself available for tomorrow. The apparent continuity of industiral Capitalism is purchased, in part, by the discontinuity of wrokers' income, rest, residence and ability to refuse. That is what the Noida protests made visible, and what any account of India's new labour settlement must answer. (Jain, 2026e; ILO–IHD, 2024; Marx, Capital I)

Comments

  1. A detailed consideration about the Indian labour codes and the labour protests of 2026 in the National Capital Territory of India in light of what Karl Marx explained about the massive contribution of a worker which is very minimally rewarded with the producer taking away the bulk of the profits produced. The loss of effectiveness of the earlier labour laws for Unions and protests and the ineffectiveness of protest with the promulgation of the four labour codes is very effectively brought out. Above all the human angle of the worker's struggle to survive and the vice-like grip of capitalism and fascist tendencies, which prevent such struggle comes through very clearly. An excellent article which calls for publication in academic journals as well as a simplified version for general reading.
